  Best Value & Egan Report What is a Decent Home?

A decent home is a home that is warm, weatherproof and has reasonably modern facilities

The Government believes that everyone should have the opportunity to have a decent home. It is aiming to make all council and housing association homes decent by 2010.

In 1997 there were 2,100,000 houses owned by local authorities and housing associations that did not meet the decent homes standard.

Local authorities had a £19 billion backlog of repairs and improvements.

Funding Options

There are 3 options open to local authorities to secure additional Funding from the government.

Option 1
Set up an Arms Length Management Organisation (ALMO) to manage the housing, but with ownership remaining with the council.

Option 2
Use Private finance Initiative (PFI) to bring in additional private sector investment to achieve decent homes. (USL)

Option 3
Transfer all or some of the housing stock to a registered Social Landlord (RSL) or Housing Association who are able to borrow money from banks and building societies to buy and invest in improving the housing to bring it up to decent standard.
